Based in Winona, serves Winona and surrounding area. Established in 1990, Project FINE serves families new to this country, with a focus of helping the newcomers overcome barriers so they can begin building a new life and easing the integration of these families into the local community. Its mission is achieved through a series of language and acculturation services, as well as referrals to existing services in the community.

Grant supports the Early Learning Program, a weekly home visiting model for newcomer families with children aged 0-5. It focuses on cognitive and social-emotional learning, mental health, and parent engagement, and it provides home-based support to address barriers like language and educational engagement. The program supports child development, improves parental skills, and transitions children to preschool through a multi-method evaluation approach.
