Located in Duluth. CHUM is a coalition of 40 congregations that offers emergency food, shelter, advocacy, support, and outreach throughout Duluth to those who are homeless or very low income. CHUM is a service provider for the Steve O’Neil Apartments, which offers permanent supportive housing for families with children who were previously unhoused.

Grant supports the Steve O’Neil Apartments’ licensed Early Childhood program, which provides extra support to children ages 0-4 to promote social-emotional, physical, and cognitive development. Their services are unique in that they incorporate intensive case management and therapeutic early childhood programming, making their model a leader in permanent supportive housing practices.
